Roy Coley holds the esteemed position of Director at the Miami-Dade Water and Sewer Department, recognized as one of the largest water and sewer utilities across the United States, providing essential services to over 2.4 million residents. His responsibilities are immense, including the oversight of Miami-Dade County's most significant Capital Improvement Plan, worth a staggering $7.8 billion, and the management of a workforce of 3,000 dedicated employees.
With a track record that speaks for itself, Mr. Coley has successfully spearheaded $1 billion worth of capital improvements within a compact period of two years. This feat has involved coordinating a myriad of construction projects, spanning horizontal, vertical, and subterranean infrastructures. This remarkable achievement has not gone unnoticed. In fact, S&P Global rating agency stated in its 2023 report, "Given the complexity of the CIP, we regard management's recent history of successfully delivering capital projects at an accelerated pace, despite the encumbrances of supply chain interruptions, fluctuating commodity prices, and the prevalent inflationary pressures, as the bedrock of its credit quality."
Boasting more than 25 years of hands-on experience in water resources operations and maintenance, Mr. Coley infuses his work with innovative strategies for water management, the renewal of antiquated drinking water systems, and the overhaul of wastewater infrastructure. Holding licenses in water and wastewater treatment from both the States of Florida and Alabama, Mr. Coley's expertise is further fortified by six certifications in various water resources treatment and management fields from the reputable California State University College of Engineering, Sacramento.
His academic credentials also include a Bachelor of Arts degree in Organizational Leadership from St. Thomas University of Miami, earned with the highest honors of summa cum laude. Furthermore, Mr. Coley holds a Master of Business Administration degree from Saint Leo University of Florida, underlining his capacity to blend technical knowledge with astute business acumen.
